In recent years changes have been experienced due to the need for humanity to respond to the challenges resulting from climate change and from the need to reduce dependence on fossil fuel - non-renewable and with increasingly scarce reserves. Since 2005, Portugal has deployed a series of measures that can be classified as ambitious to promote the renewable energy cluster.

Under Directive 2001/77/EC, of 27 September 2001, on the promotion of electricity produced from renewable energy sources (RES), Portugal undertook to reach a target of 39% of energy consumed originating from renewable sources by 2010. In 2007, new and more ambitious commitments were taken by the government, namely raising the percentage of the renewable electricity consumed to 45%.

The National Energy Strategy 2020 (approved by Resolution of the Portuguese Council of Ministers No. 29/2010, of 15 April), which will necessarily have an impact on business owners/companies connected with the renewable energy sector, redefines an agenda “for the country’s competitiveness, growth and energy and financial independence through a commitment to renewable energy and to the integrated promotion of energy efficiency”.
